The ‘pdf’ file gets a lot bigger because it has to embed fonts and, if you have used them, graphics. The ‘dvi’ merely references fonts (installed on TeXLive directories) and graphics (understood to be stored in the same folder as the source).

To answer your question: No, it shouldn’t take that long. My current installing experience (not finished, yet) is that it (estimated) takes an hour with a mirror (also fast and near ones seem to take that long) and from the ISO about 20-30 minutes. All on a pretty fast machine with SSD.

What is an TeX Live and MiKTeX?

TeX Live was originally developed on Unix and so is available for Linux and on the Mac (and other systems) as well as Windows; MiKTeX is a Windows system so is (more-or-less) Windows-only. So if you want exactly the same set up on Windows and other operating systems, this of course means you need to use TeX Live.
